dc.description.abstractLa presente investigación científica presentó como objetivo general: Describir la participación de las unidades militares del COAR ubicadas en la frontera Perú – Brasil, en el desarrollo de fronteras vivas. Este estudio científico fue de tipo “teórico-empírico” y de enfoque cualitativo; utilizó el método “hermenéutico interpretativo” y el muestreo “no probabilístico”. Para el acopio de información se realizó una entrevista a profundidad y fue aplicada al personal militar de las instalaciones del COAR, localizada en la ciudad de Pucallpa, provincia de Coronel Portillo, departamento de Ucayali y, un análisis documental de los manuales de doctrina OOEE y de la Teoría del Desarrollo Nacional del Fondo Editorial Estrategos (2017). Se determinó, mediante un proceso de análisis y síntesis, las siguientes categorías: Desarrollo de fronteras vivas, Perú – Brasil 2019, actividades de apoyo al desarrollo nacional, infraestructura productiva básica de integración multilocal y desarrollo e integración fronterizos. Los principales resultados describen que, actualmente, el COAR no estaría cumpliendo suficientemente (por falta de presupuesto, RRHH y equipamiento en muchas de las UMARES) con su misión de impulsar, promover y ejecutar proyectos de infraestructura vial o construcción, con el fin de contribuir al desarrollo territorial de la zona en beneficio de la población que se encuentra en la frontera. Por último, se presenta una propuesta: Priorizar la ejecución de proyectos inversión pública en base al sistema Invierte.Pe para cerrar brechas en infraestructura y sociales e iniciar, posteriormente, la implementación de infraestructura energética en la región entre Perú – Brasil y darle sostenibilidad en el tiempo a las fronteras vivas. The present scientific research had as its general objective: to describe the participation of the military units of the COAR located on the Peru–Brazil border in the development of “living borders.” This scientific study was of a “theoretical-empirical” type and followed a qualitative approach; it used the “hermeneutic-interpretative” method and “non-probabilistic” sampling. For data collection, in-depth interviews were conducted and applied to military personnel from the COAR facilities located in the city of Pucallpa, province of Coronel Portillo, department of Ucayali, along with a documentary analysis of OOEE doctrine manuals and the National Development Theory from Fondo Editorial Estrategos (2017). Through a process of analysis and synthesis, the following categories were identified: development of living borders, Peru–Brazil 2019, activities supporting national development, basic productive infrastructure for multilocal integration, and border development and integration. The main results describe that, currently, the COAR is not sufficiently fulfilling its mission (due to lack of budget, human resources, and equipment in many of the UMARES) to promote, encourage, and execute road infrastructure or construction projects, with the aim of contributing to the territorial development of the area for the benefit of the population living along the border. Finally, a proposal is presented: to prioritize the execution of public investment projects based on the Invierte.Pe system to close infrastructure and social gaps, and subsequently initiate the implementation of energy infrastructure in the Peru–Brazil region, ensuring the long-term sustainability of “living borders.”
