dc.description.abstractEsta investigación se ha desarrollado con el fin de analizar la forma cómo el Ejército del Perú viene participando en la protección del medio ambiente. Se conoce que la protección del medio ambiente es un tema sensible en la actualidad, los países en el mundo están cada vez más preocupados y conscientes de las amenazas contra el medio ambiente, y que este garantiza la supervivencia de la vida humana en el planeta, en ese sentido, la gestión medioambiental termina siendo un tema de interés nacional y genera la necesidad de mirarlo desde una perspectiva geopolítica, que implica establecer normas para su conservación y recuperación. El Perú como país amazónico no pudo quedar exento de esta responsabilidad, durante años se ha evidenciado una actitud irresponsable por parte de las personas, instituciones públicas y privadas, las cuales a través de actividades ilícitas o licitas, pero descontroladas, mediante la tala ilegal, minería, pesca indiscriminada, petróleo, y otras, han explotado desmesuradamente los recursos del país, y han dejado efectos irremediables al ecosistema. Por lo tanto, el Perú ha dictado disposiciones y políticas dirigidas a adoptar medidas de protección del medio ambiente, a través del Sistema Nacional de Gestión Ambiental (SNGA) y la Ley 28611, Ley General del Ambiente, asignándole al Ejército el rol de participar en la protección del medio ambiente. El Ejército se encuentra facultado para participar en la protección del medio ambiente, pero su facultad no le permite actuar de oficio sino enmarcado en las disposiciones que dicte el SNGA, su participación en la actualidad se limita al apoyo a la PNP, Ministerio Publico y otras entidades medioambientales durante las intervenciones y control de minería y tala ilegal, aún las capacidades del Ejército para este rol están en proceso de adaptación, se han creado unidades destinadas exclusivamente para este fin, pero la necesidad y acciones para esta problemática exigen de un mayor esfuerzo. This research has been developed with the aim of analyzing how the Ejército del Perú has been participating in environmental protection. It is known that environmental protection is a sensitive issue today; countries around the world are increasingly concerned and aware of the threats to the environment, which guarantees the survival of human life on the planet. In this sense, environmental management becomes a matter of national interest and creates the need to address it from a geopolitical perspective, which involves establishing regulations for its conservation and recovery. Peru, as an Amazonian country, could not remain exempt from this responsibility. Over the years, irresponsible behavior has been evident on the part of individuals and both public and private institutions, which through illegal or legal but uncontrolled activities—such as illegal logging, mining, indiscriminate fishing, oil exploitation, among others—have excessively exploited the country’s resources and caused irreversible effects on the ecosystem. Therefore, Peru has issued provisions and policies aimed at adopting environmental protection measures through the Sistema Nacional de Gestión Ambiental (SNGA) and Law 28611, the General Environmental Law, assigning the Ejército the role of participating in environmental protection. The Ejército is authorized to participate in environmental protection; however, its authority does not allow it to act on its own initiative but rather within the framework of the provisions issued by the SNGA. Its current participation is limited to supporting the PNP, the Ministerio Público, and other environmental entities during interventions and control of illegal mining and logging. The Ejército’s capabilities for this role are still in the process of adaptation; units exclusively designated for this purpose have been created, but the needs and actions required to address this issue demand greater effort.
