Es una investigación aplicada debido a que permitió encontrar mecanismos o estrategias para lograr un objetivo concreto, es decir, proponer un Sistema de Seguridad Nacional. Los datos empleados son una mixtura de datos cualitativos y cuantitativos. Según el grado de manipulación de las variables corresponde a una investigación no experimental ya que se basa, fundamentalmente, en la observación, inferencias deductivas e inductivas en un periodo longitudinal, como el diagnóstico de la Realidad Nacional, y transversal en el caso concreto del COVID-19. La investigación está respaldada por un diagnóstico general de la situación de la Realidad Nacional, un análisis de las amenazas a la Seguridad Nacional, la respuesta del Estado ante el COVID 19 así como la respuesta de otros países; para finalizar se describen y analizan la Estructura de Seguridad Nacional del Perú. En dicho diagnóstico general, se describe la problemática que nos permite desarrollar y presentar una propuesta del Sistema de Seguridad Nacional, así como algunas conclusiones. Luego, se realizó un análisis de la estructura de nuestro Sistema de Seguridad y Defensa Nacional, el cual sufrió múltiples modificaciones que menguaron su eficiencia y aplicación, además de las particularidades en el marco legal que lo sustenta. Finalmente, se definen los problemas, se propone un Sistema de Seguridad, empleándose el término “Seguridad” por la naturaleza holística de su definición, abordando cuatro aspectos generales; el Sistema de Inteligencia Nacional, el Sistema Nacional de Alertas, el Concejo de Seguridad y Defensa Nacional, y el marco legal. The present research is a descriptive study of the State Security Structure to respond to a national crisis situation, from which a solution proposal is developed. It is an applied research study, as it allowed the identification of mechanisms or strategies to achieve a specific objective, namely, to propose a National Security System. The data used consist of a mixture of qualitative and quantitative data. According to the degree of manipulation of variables, it corresponds to a non-experimental study, since it is fundamentally based on observation, as well as deductive and inductive inferences over a longitudinal period, such as the diagnosis of the National Reality, and a cross-sectional approach in the specific case of COVID-19. The research is supported by a general diagnosis of the National Reality, an analysis of threats to National Security, the State’s response to COVID-19, as well as the response of other countries. Finally, the National Security Structure of Peru is described and analyzed. In this general diagnosis, the problem is described, allowing the development and presentation of a proposal for a National Security System, along with some conclusions. Subsequently, an analysis of the structure of the National Security and Defense System was carried out, which has undergone multiple modifications that have reduced its efficiency and applicability, in addition to the particularities of the legal framework that supports it.
